Windows 11 build 26100.3902 breaks the recovery environment

A new Windows Insider build has been released for Windows 11 build 26100.3902 under the knowledge base number KB5055627. It introduced some new features, such as seamless access to your connected phone right from your PC using the Phone Link feature. It also brought the controversial Microsoft Recall feature, which was infamous due to privacy concerns.

At the end of the changelogs from the official release announcement, there is only one known issue. Unfortunately, it’s a major issue revolving around the recovery environment, the Windows Recovery Environment (WinRE). The official blog says:

After installing this update, Windows Recovery Environment (WinRE) may not work, and you may not be able to use the “Fix problems using Windows Update” option under Settings > Recovery. These issues will be fixed in another update soon.

WinRE is a separate environment from the full Windows installation that allows you to recover your computer from system failures using various tools, such as the command prompt and an option to restore your PC to an earlier point. As described earlier, you may not be able to use the “Fix problems using Windows Update” option, should your computer experience problems.

Microsoft has, however, promised that they’re going to fix the issues soon.

Windows 11 April 2025 patch is out!

Microsoft have recently released this month’s Patch Tuesday for Windows 11 computers and laptops, and they usually contain new features that the normal patches will include. These new features, along with many improvements and bug fixes, will enhance your user experience by making some of the features easier to use. The official changelogs for this month’s patch is:

  • [Authentication] This update addresses an issue affecting machine password rotation in the Identity Update Manager certificate/Pre-Bootstrapping Key Initialization path. This issue occurred particularly when Kerberos was used and Credential Guard was enabled, potentially causing user authentication problems. The feature Machine Accounts in Credential Gurad, which is dependent on password rotation via Kerberos, has also been disabled, until a permanent fix is made available.
  • [Daylight Saving Time (DST)] Update for the Aysen region in Chile to support the government DST change order in 2025. For more info about DST changes, see the Daylight Saving Time & Time Zone Blog.
  • [PcaUiArm] This update addresses an issue affecting the PcaUiArmUpdate feature, which results in unexpected behavior in specific scenarios.

To install this update, you can just click on a big Check for updates button in the Windows Update settings. Usually, Windows 11 automatically updates your computer to this patch update. Installation of updates on an SSD should not take more than 10 minutes, but performing the same update on an HDD may take more than 30 minutes.

A better Microsoft Account bypass method

Following the event of where Microsoft has removed the bypassnro.cmd file from the oobe folder to attempt to force everyone to set up their PCs with a Microsoft account and a controversy following Microsoft’s statement of “This change ensures that all users exit setup with internet connectivity and a Microsoft Account,” the internet has blown up with outcry across several websites, especially Reddit:

Normally, you’d think that the bypass has been removed. However, people have recently uncovered the contents of the bypassnro.cmd file that will be shown below. Now, we have a completely new bypass method involving a single short command to be run in the command prompt.

reg add HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\OOBE /v BypassNRO /t REG_DWORD /d 1 /fshutdown /r /t 0

Checkmate, Microsoft!

A tipster at X has recently shown a video showcasing how to bypass the Microsoft account requirement without having to write the above commands. It involves running CMD and executing the “start ms-cxh:localonly” command. The tipster claims that it is only required for both Home and Pro editions.

At any point in the OOBE, you can perform the following steps:

  1. Press SHIFT + F10
  2. Type start ms-cxh:localonly
  3. Write your preferred username and password for your local account
  4. Click Next

Don’t fret by “Microsoft Account” in the title bar and references to “child or teenager accounts” in the dialog box itself; they are unrelated to the local account. If everything goes well, the OOBE should exit and proceed immediately to the “Setting up your PC” screen. You may be prompted to review your privacy settings.

Microsoft removes bypassnro.cmd script from the latest Insider Preview

Microsoft has recently released a promising Windows 11 24H2 insider build known as 26120.3653 under KB5053658 that brings in many changes, such as the new Blue Screen of Death appearance for unexpected system restarts to match the latest Windows 11 design guidelines as you can see below:

However, that’s not all, as Microsoft has recently decided to remove the bypassnro.cmd script from the build located under the %WINDIR%\System32\oobe folder. This script was mentioned a lot when it comes to bypassing the requirement for the Internet connection and signing in to the Microsoft Account.

We know that signing in to Microsoft Account in computers that are under big deployment for businesses, computers that are used by multiple people, or computers that don’t need to be linked to any account doesn’t make sense, so how did Microsoft manage to push everyone further into signing in to their Microsoft Account for new installations? By removing this script!

They said that it was because they wanted to “enhance security and user experience of Windows 11” and that this change ensured that “all users exit setup with internet connectivity and a Microsoft Account.”

As a workaround, if you’re experiencing errors when trying to run this script in this build, likely due to it being nonexistent, use the below commands as that’s what bypassnro.cmd does:

reg add HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\OOBE /v BypassNRO /t REG_DWORD /d 1 /fshutdown /r /t 0

When creating bootable Windows USBs, Rufus already provides an option to remove the requirement for Microsoft Account when setting up your computer. When it’s enabled, it adds the same command to the deployment file.

    • New! Finding your documents, photos, and settings across Windows 11 is easier on Copilot+ PCs with improved Windows Search, powered by semantic indexing models along with traditional lexical indexing. Whether it’s searching in File Explorer, in the Windows Search on your taskbar, or in Settings – just type what’s on your mind to find it on your Copilot+ PC. You no longer need to remember file names, exact words in file content, or settings names. Searching for settings like “change my theme” will work within the Settings app for now. Thanks to the power of the 40+ TOPS NPU onboard Copilot+ PCs, these search improvements work even when you’re not connected to the internet.   • [Windows Studio Effects] New!  An icon will appear in the system tray when you use an app that supports Windows Studio Effects. To view the app that is using the camera, hover over the icon for a tooltip.
  • [Application installation] Fixed: The MsiCloseHandle API experiences prolonged execution time when handling MSI files containing a large number of files.
  • [Authentication]
    • ​​​​​​​Fixed: Kerberos authentication stops responding in certain scenarios when RC4 is used for encryption.
    • Fixed: FIDO Cached Credential Logon might stop responding in certain cases when a device is Hybrid Domain Joined.
    • Fixed: Opening certain apps after a password change could result in an unexpected lockout if the account lockout policy is enabled.
  • [Boot menu] Fixed: If an update stops responding and rolls back, it might result in an unnecessary and non-functional boot menu entry. This fix stops devices from encountering this issue in the future. If you have already encountered this issue, you can manage extra boot entries in the Boot section of System Configuration (msconfig).
  • [Color profile]
    • Fixed: Under Settings > System > Display > Color profile, go to Color management, it might not display the expected color profile list for the selected monitor.
    • Fixed: The color profile settings might not be applied after resuming from sleep.
  • [File Explorer] Fixed: In some cases, the See more​​​​​​​  menu in the File Explorer command bar opens in the wrong direction.
  • [General reliability] Fixed: An underlying issue might lead to your PC experiencing a bugcheck (blue screen) with PDC_WATCHDOG_TIMEOUT when resuming from sleep.
  • [Network] Fixed: The description of the virtual NIC doesn’t display correctly in Network Connections (ncpa.cpl), showing invalid characters
  • [Screen orientation] Fixed: Screen might unexpectedly change orientation coming out of sleep on 2-in-1 devices.
  • [Search on Taskbar]
    • ​​​​​​​In the European Economic Area (EEA), Windows Search has been updated with improved support for web search providers including increased discoverability and merged results in the All scope.
    • In the EEA, the Microsoft Bing app’s web search provider in Windows Search now opens search results with the default browser.
  • [Settings]​​​​​​​ Fixed: For Japanese users, the name displaying at the top of Settings > Accounts shows First Name Last Name instead of Last Name First Name.​​​​​​​
  • [Deprecation]
    • Suggested actions, which appear after you copy a phone number or future date in Windows 11, are now deprecated and being removed.
    • The Location History feature, an API that Cortana used to access 24 hours of device history when location was enabled, is being removed. With the removal of the Location History feature, location data will no longer be saved locally. The corresponding settings are also being removed from the Settings > Privacy & security > Location page.
  • [Direct 3D Ecosystem] Fixed: This update addresses an issue where certain third-party apps might stop responding on the graphics settings page.
  • [Display kernel] Fixed: This update addresses an issue affecting High Dynamic Range (HDR) content playback on Dolby Vision capable displays, where users might see regular HDR instead of Dolby Vision, missing specific content indicators.
  • [Task manager] Task Manager will now calculate CPU usage differently for Processes, Performance, and Users pages. It will use standard metrics to display CPU workload consistently across all pages and align with industry standards and third-party tools. To ensure backward compatibility, an optional column named CPU Utility is available (hidden by default) on the Details tab, showing the previous CPU value from the Processes page.
  • [Cryptography] Fixed: This update addresses an issue that was impacting Credential Roaming, preventing certificates and keys from being roamed into Active Directory and made available on users’ machines.
  • [File system (filters) Fixed: This update resolves an issue for users with profiles redirected to a network Virtual Hard Disk (VHD or VHDX), where a specific failure could cause the system to become unresponsive.
  • [Graphics] Fixed: There is an issue where certain third-party apps might render the graphics settings page unresponsive.
  • [Local Administrator Password Solution (LAPS)] This update addresses an issue with Windows LAPS. LAPS settings would not be preserved after an in-place upgrade.
  • [OOBE] Fixed: Addresses an issue that prevents the ESP from running every time a new user logs onto the device even when configured by policy
  • [PowerShell] Fixed: This update resolves an issue where critical PowerShell modules required for device configuration weren’t run under Windows Defender Application Control (WDAC) policies.
  • [Remote desktop] Fixed: Remote Desktop won’t use UDP, only TCP.

Please note that preview updates may have stability issues that are usually fixed in the final update release. Also, we recommend downloading such updates over non-metered connections to avoid extra charges. Installation of updates on an SSD should not take more than 10 minutes, but performing the same update on an HDD may take more than 30 minutes.
