This exemption offers the ability to not pay rent in times of financial hardship, and federal law says RRHA must give notice if tenants qualify. Yet since 2019, only one hardship exemption has been granted by RRHA.</p><p>This is part of a larger issue of RRHA taking advantage of and neglecting their tenants.
