For those in the #USA from the #FCC: Comments Due: May 7, 2025
Reply Comments Due: June 6, 2025

On April 7, 2025, the FCC released a Public Notice seeking comment on a Petition for Rulemaking filed by the National Association of Broadcasters (NAB). In the Petition, NAB proposes that the Commission mandate a specific timeline for broadcasters to transition to the NextGen TV standard, also called ATSC 3.0. NextGen TV was developed by the Advanced Television Systems Committee (ATSC) with the intent to eventually replace the current digital television standard, TSC 1.0. NextGen TV is currently being broadcast by many stations across the country alongside their ATSC 1.0 signals. The timeline being proposed for the transition is February 2028 for the top 55 television markets, and February 2030 for all other markets.

FCC also seeks comment on a report, filed by NAB on January 17, 2025, that summarizes the discussions and progress made through the Future of Television Initiative (FOTVI). FOTVI is a group of consumer and industry participants led by NAB to guide the next steps of the transition to NextGen TV.

The FCC’s existing accessibility requirements will apply to NextGen TV. The FOTVI Report discusses on pages 31-32 NextGen TV’s potential accessibility-related enhancements, such as:

• Multiple audio tracks so that audio description does not compete with other language tracks
• Improved audio quality for audio description
• Improved captioning with more options for viewers who prefer abbreviated captions, e.g., children and those whose first language is not English
• Access for those whose first language is American Sign Language (ASL) through the incorporation of ASL for televised programming
• ASL access, multiple captioning options, improved audio quality for audio description, and the availability of multiple audio tracks so audio description does not compete with other language tracks.

Reliable Communication in Rural and Remote Areas:

In Alaska, many off-grid communities rely on amateur radio for essential communication where there is no access to cellular networks.
Sailors, mountaineers, and researchers depend on ham radio for long-range communication in extreme environments, ensuring safety and coordination.

Ham Radio in Cybersecurity & Emergency Drills:

In simulations of cyberattacks on critical infrastructure, ham radio networks have proven to be reliable communication channels when conventional systems are compromised.
Government agencies conduct nationwide emergency drills with ham radio operators as key participants, highlighting their importance in disaster preparedness.

Why This Matters
Amateur radio may seem antiquated, but its unique capabilities make it irreplaceable in certain scenarios. Here’s why preserving these frequencies is crucial:
Emergency Communications: When natural disasters take out cell towers and internet infrastructure, ham radio remains operational. Examples:

During Hurricane Katrina, amateur radio operators provided vital communication links when all other systems failed.

In the aftermath of Hurricane Maria, ham radio operators were instrumental in relaying messages from Puerto Rico when conventional communications were disrupted.
During Hurricane Harvey, ham radio operators sprung into action to set up temporary communication networks when cell phones failed.

Under a new deregulation mandate, the FCC is soliciting public input on rules that may be deemed outdated or unnecessary. If amateur radio frequencies are seen as underutilized or commercially valuable, they could be auctioned off to corporate interests, permanently limiting our ability to operate.

@recherche_jena

Warum schwach?

The speech police: Chairman Brendan Carr & the FCC’s news #distortion policy

#FCC Chairman Brendan Carr is taking a hard line against #broadcastTV stations accused of #bias against #Republicans & Pres #Trump. To pressure broadcasters, Carr is invoking the rarely enforced #news distortion policy that was developed starting in the late 1960s & says the FCC should consider revoking #broadcast licenses.
